So watching the RBC this weekend and saw List do a couple of things that I thought were pretty questionable. I have done what research I could into the rules but I'm interested in what other golfers think.

1. He was in the wood mulch under the trees. The mulch was the entire surface under the treed areas adjacent to the fairway. He used his hands and dug a trench in front of his ball toward the green! Did not just remove surface debris but moved everything underneath too until he had what appeared to be a 3-4 inch deep and 6 inch wide grove through mulch at the top of the minor hump where he'd landed.

2. On one of the greens he reached down and used his hand to brush some invisible stuff off the green between his ball and the hole. Testing the green?

What do y'all think of these actions?

Not too sure about the first one? But you can clear a green now, by using your hand; towel; etc. and not be penalized.

(USGA)'s "The Official Rules of Golf," Rule 16.

a. Touching Line of Putt
The line of putt must not be touched except:

(i)

the player may remove loose impediments, provided he does not press anything down;

(ii)

the player may place the club in front of the ball when addressing it, provided he does not press anything down;

Unless of course you feel he did?

d. Testing Surface
During the stipulated round, a player must not test the surface of any putting green by rolling a ball or roughening or scraping the surface.

Exception: Between the play of two holes, a player may test the surface of any practice putting green and the putting green of the hole last played, unless the Committee has prohibited such action (see Note 2 to Rule 7-2).

Thanks. I knew they were changing the rule but couldn't find the exact wording. As to touching the line of putt and roughing it up...conjecture. I could not see anything on the green but he definitely brushed his fingers back and forth across it repeatedly- right in front of the ball. I think I was watching closely because of the incident with the mulch.

Now on that incident there was a rules official right there but it still seemed really weird to allow him to basically create a channel for his ball. I"m hoping someone can speak to the rules on that. :-)

QUOTED  Is this rule in effect now or Jan of 2019?

It has been in effect for quite a while. Not one of the new rules.

Semi-related, I realized this past weekend that Luke List looks identical to the L.A. Kings Tanner Pearson, to me anyway.
